GREEN BAY, WI (WHBL) - In a move that many observers expected, the Green Bay Packers promoted Tom Clements Thursday to be their new offensive coordinator.  He had spent two years running Buffalo's offense before he joined Mike McCarthy's original staff in 2006.  The 58-year-old Clements replaces Joe Philbin, who left two weeks ago to become the new head coach of the Miami Dolphins.  As the Packers' quarterbacks coach, Clements played a key role in the development of Aaron Rodgers, whose passer rating set a new NFL record this past season.  Clements was looking to move up.  He had interviewed for the head coaching jobs at Penn State and Tampa Bay. On Thursday he said he wanted to get back to being a coordinator, and he's glad he could do it with the Packers.  There's been talk that tight ends coach Bob McAdoo will replace Clements as the quarterbacks' coach.  It's also possible that Clements could stay in that role, with some additional help.
